When Law and Tradition Become the Killers of Women



The image you see is not merely a portrait of two bright-eyed young girls; it is a canvas depicting a dark history of oppression and the persecution of women. It reflects a reality where, under the shadow of laws meant to protect, the path is instead cleared for the executioner.

Today, we at the Kurdistan diaspora women’s federation raise our voices in defiance of the mentality that spills the blood of girls in the name of "honor" and "tradition."

1. An Endless Tragedy
Between the horrors of sexual assault and homicide, we witness the stories of two victims that shake the very foundations of humanity:

 A 15-year-old girl:Her only "crime" was the desire to own her own decisions. She refused to fall victim to a forced marriage with her cousin. Instead of acting as her shield, her family became her killers, robbing her of life.

 An innocent child: A victim of sexual assault by three individuals. This is not only a physical crime but a spiritual assassination—the destruction of a child's future before she could even grasp the meaning of life.

2. Article 409: A License to Kill Under the Cloak of Law
We must highlight the most dangerous factor: 

Article 409 of the Iraqi Penal Code (No. 111 of 1969).This article acts as a "legal loophole" for those who murder women. It reduces the sentences of men who kill female relatives under the pretext of "washing away shame" or protecting "honor."
 
This law incentivizes violence and grants legitimacy to "wrongful killing."

As long as this article is not amended or repealed, women’s bodies will remain a battlefield for the enforcement of regressive traditions.

3. Our Message as Kurdistan diaspora women’s federation.
From the diaspora, we add our voices to the activists and organizations within our homeland who demand justice. Our demands are clear:

 1. Repeal Article 409:No law should show even the slightest mercy to those who murder women.

 2. Severe Punishment for Predators:The three individuals who assaulted the child must face the harshest legal penalties to serve as a deterrent to others.
 3. Protecting the Right to Consent: Forced marriage is a modern form of slavery; both society and the law must prevent it.
The two girls in this photo represent thousands of others who are murdered in silence. We, the Kurdistan diaspora women’s federation, vow that we will never be part of that silence.

Protecting women is protecting society. “Honor" lies in human intellect and behavior, not in the spilling of innocent girls' blood.
